Manchester Adopts 2025–2029 CDBG Consolidated Plan

Your insights—shared through stakeholder consultations, survey participation, and data refinement—played a very meaningful role in shaping the goals and strategies outlined in the plan. Your time and attention to the process are very much appreciated.
The Planning & Economic Development Department is pleased to share that the CDBG 2025 – 2029 Consolidated Plan was unanimously adopted by the Board of Directors on July 8, 2025, and has been submitted to HUD for final approval.

This Plan reflects shared priorities across housing, community development, public services, and infrastructure—and it identifies goals designed to serve Manchester’s low- and moderate-income residents over the next five years. We hope it will also be a helpful resource to you, whether you are seeking local data, aligning program goals, or identifying opportunities to engage with the Town’s Community Development Block Grant (CDBG) program.
