Notice of Public Hearing & 30-Day Comment Period
The Town of Manchester, in accordance with its Citizen Participation Plan, is providing a 30-day comment period starting today for its five-year Consolidated Plan and projects proposed for funding under the Program Year 51 (2025-2026) Annual Action Plan. CDBG funds can support a broad range of activities, provided they: benefit low and moderate-income persons, aid in the prevention and elimination of slum or blight; or meet an urgent need. The Town’s primary goal for CDBG funding is to preserve, improve and revitalize older neighborhoods, where housing and other needs are greatest and broadest, so they will continue to be livable and attractive places. The Town plans to pursue the following objectives over the 5-year period:
· Maintain availability of affordable, safe and sanitary housing through: home repair, rehabilitation of owner- and renter-occupied units, accessibility improvements, addressing lead hazards and code enforcement.
· Provide services to improve the health, well-being and economic position of low/moderate-income individuals and families.
· Maintain, improve or repurpose public facilities located in eligible areas and those that serve low/moderate-income residents. Accessibility improvements may also be included.
· Provide services to vulnerable populations including but not limited to seniors, the disabled, those experiencing homelessness, and those experiencing housing insecurity.
· Complete public improvements including but not limited to park and trail improvements, sidewalk replacement or installation and streetscape improvements in low/moderate-income neighborhoods.
· Enhance existing and potential commercial corridors and activity nodes to support economic development efforts. Activities may include business assistance, efforts to create/retain jobs, and physical improvements to commercial corridors or individual businesses.

The U.S. Department of Housing and Urban Development (HUD) has informed the Town it will receive $566,960 for PY51. In addition, $45,324.13 will be reprogrammed from PY46 completed projects to support activities in the upcoming year. The Town herein provides notice of its intent to fund the following during CDBG PY51:

Oversight, management and coordination of the CDBG program. Eligible activity under 24 CFR 570.206
PUBLIC SERVICES: (Varying Amounts, All activities eligible under 24 CFR 570.201(e))
The Health Collective: Senior Denture Program $31,016
Mobile health program to provide seniors with dentures and oral health information.
Youth Service Bureau: Empowering Youth Program $10,000
Engage 17 to 20-year olds in activities to improve their employability.
Partnership to End Human Trafficking: Transitional Residential Program $27,000
Fund staff to provide housing and support services to victims of human trafficking.
Interval House: Community Programs $10,000
Fund staff who provide services and assistance to survivors of domestic violence in Manchester.
CAPITAL AND OTHER PROJECTS (Varying Amounts):
Manchester Housing Authority: Westhill Gardens Emergency Generator $63,729
Install new emergency generator at Westhill Gardens. Eligible under 24 CFR 570.202(a)(2)
Planning Department: Housing Rehab Program $101,400
Address lead-based paint and property maintenance code deficiencies in homes. Also funds emergency replacements of non-functioning boilers, furnaces, etc. Eligible under 24 CFR 570.202(a)(1)
Rebuilding Together: Roofing Program $185,000
Funds roof replacements and, when necessary, chimney repairs at income-eligible properties. Eligible under 24 CFR 570.202(a)(1)
Water Department: Leaded Water Line Replacements $70,753
Fund replacement of customers’ lead or galvanized water service lines to avoid increased lead exposure.

The Board of Directors will accept comments at a public hearing and then vote on both plans during its July 8, 2025 special remote meeting which begins at 7:00 p.m. If there are no substantive changes, this notice will serve as the final version of both Plans. The Town intends to submit the Action Plan and Consolidated Plan, and any public comments received, to HUD on or about July 18, 2025.
