Proposed Amendments Related to Parking, Floodplains, Floating & Overlay Zones, and Signage

The Town of Manchester would like to inform you of an upcoming Town meeting at which proposed amendments to the parking regulations, floating and overlay zones, floodplain zone regulations, and signage regulations will be discussed.
This article is intended as an early notice to provide you with an opportunity to review the proposed amendments and participate in the planning process. At least one public meeting will be held to discuss the proposal. The meeting date and time, along with instructions on how to participate and/or submit comments, will be posted in September.
Application 13: Update Parking Regulations
- Provide off-street parking requirements that are better aligned with expected parking demand and standardize those requirements as possible across different uses to provide a more consistent basis for measuring required off-street parking. Comply with changes to residential parking requirements resulting from Public Act 25-1. Additionally, improve parking lot landscaping requirements and provide a bicycle parking requirement.
Application 14: Floating and Overlay Zone Amendments
- Improve the floating and overlay zone regulations for effectiveness of use, remove content redundant with other sections, remove regulatory content that is outside of zoning authority, and clarify required procedures.
- Ensure that the zoning regulations require best practices in accordance with both CTDEEP guidance and the National Flood Insurance Program (NFIP) for the purpose of protecting residents and development from flooding hazards.
- Establish content-neutral regulations governing the location, number, size, height, illumination, and other physical characteristics of signs.
