In November 2022, Manchester voters approved the funding to build a new main library at 1041 Main Street and the Board of Directors established the Library Building Committee dedicated to the planning and oversight of the project. Downtown Manchester Improvements Project

The Town of Manchester receives federal Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) with the goals of:<ul type="disc"><li>Developing viable communities,</li><li>Providing decent housing; and</li><li>Creating a suitable living environment.</li></ul> The focus of these funds is to primarily assist low- and moderate-income persons. General categories of projects eligible for CDBG funding include housing rehabilitation, public service projects and infrastructure improvements. Every five years, the Town updates a strategic plan, known as the Consolidated Plan, to outline how these funds will be used to further the goals of the CDBG program. Any CDBG funds spent must be used to:<ul type="disc"><li>Benefit low/moderate-income persons;</li><li>Eliminate slum or blight; or</li><li>Meet urgent community development needs.</li></ul> The updated plan will guide the Town&rsquo;s housing and development priorities from 2025 to 2029.
